Labeled Victorian Welch other ranks. Only have two pics to go on. My apologies. But as usual my thanks if you guys can make out the era on such little info.

Its post 1902 non-Royal home service 7 button frock, not tunic.

I would endorse Grumpy's comment and add the caution that going by the photos on their own the frock seems to be in a suspiciously pristine condition, so caveat emptor.
